The SAB supports EPA's 5 Goals. The SAB provides independent advice and peer review to EPA's Administrator on the scientific and technical aspects of environmental problems and issues. While the SAB reports to the EPA Administrator, it also may be requested to provide advice to the U. S. Senate Committees and Subcommittees and U.S. House of Representatives Committees and Subcommittees, as appropriate. The SAB will review scientific issues, provide independent scientific and technical advice on EPA's major programs, and perform special assignments as requested by Agency officials and as required by the Environmental Research, Development, and Demonstration Authorization Act of 1978.EPA’s Science Advisory Board (SAB), established in 1978 under the Environmental Research, Development, and Demonstration Authorization Act, provides independent peer review and advice to EPA on a wide range of scientific and technical aspects of environmental problems and issues and research needs. In FY 2011, the chartered SAB, and its subcommittees completed peer reviews and provided advice and received informational briefings from EPA Offices on 22 topical areas. The SAB held 31 Tier 1 and Tier 2 meetings, and produced 17 advisory reports on the following subjects: 1) 1) SAB Recommendations for EPA’s FY2010 Scientific and Technological Achievement Awards (STAA); 2) Review of EPA's Draft Assessment entitled "Toxicological Review of Trichloroethylene; 3) Review of EPA’s Responsiveness to SAB 2007 Recommendations for the Revision of Cancer Assessment of Inorganic Arsenic - A report of the SAB Inorganic Arsenic Cancer Review Work Group; 4) SAB Review of EPA's "Development of a Relative Potency Factor (RPF) Approach for Polycyclic Aromatic Hydrocarbon (PAH) Mixtures (February 2010 Draft); 5) Review of EPA’s Draft Report on Aquatic Ecosystem Effects of Mountaintop Mining and Valley Fills; 6) Review of Field-Based Aquatic Life Benchmark for Conductivity in Central Appalachian Streams; 7) Science Advisory Board Comments on the President's Requested FY 2012 Research Budget; 8) SAB Review of EPA’s Approach for Developing Lead Dust Hazard Standards for Residences (November 2010 Draft) and Approach for Developing Lead Dust Hazard Standards for Public and Commercial Buildings (November 2010 Draft); 9)Efficacy of Ballast Water Treatment Systems: a Report by the EPA Science Advisory Board; 10) Review of EPA's draft Approaches for Deriving Numeric Nutrient Criteria for Florida's Estuaries, Coastal Waters, and Southern Inland Flowing Waters; 11) Review of “Valuing Mortality Risk Reductions for Environmental Policy: A White Paper” (December 10, 2010); 12)SAB Review of EPA’s Draft Hydraulic Fracturing Study Plan; 13; Reactive Nitrogen in the United States: An Analysis of Inputs, Flows, Consequences, and Management Options - A Report of the Science Advisory Board; 14) SAB Review of EPA's Reanalysis of Key Issues Related to Dioxin Toxicity and Response to NAS Comments (May 2010); 15) SAB Evaluation of the Effectiveness of Partial Lead Service Line Replacements; 16) Review of EPA’s Draft Oil Spill Research Strategy; and 17)Review of EPA’s Draft National-Scale Mercury Risk Assessment.
