Goal Data Elements
This section describes data elements for each Goal data and supporting information.   This information needs to be submitted once per Goal.  It includes data elements for both the Supporting Narratives information and also allows tagging Goals with Sub-Goals.

B.070: Goal Overview Characters (4000)* High level overview narrative, explaining the Goal and providing context, such as the problem being addressed and its relationship to broader, long-term agency strategic objectives.   Public <Goal><OtherInformation> The assumption in the StratML standard is that generalized "narrative" should not be used.  Instead, whatever types of information are needed should be explicitly captured in elements appropriately named for each type.  For example, if a Problem statement is required, it should be captured in an element named <Problem> rather than <GoalOverview>.

B.110: Goal Leadership Pick List:  Single Agency, Clear Lead, Multi-Agency Single Agency: Goal submitted by one agency and resources for work owned predominantly by same agency. All performance data submitted by the same agency.  Clear Lead: Goal submitted by one agency, but requires defined resource support from one or more other agencies.  Clear lead agency will be responsible for assembling cross agencies data.  Multi-Agency Goals:  Goals which have been submitted by more than one agency which require substantial contributions from the multiple submitting agencies.   Each agency will submit its performance data independently. Action Plan Data Elements
Each agency will include an Action Plan showing important deliverables and significant steps which will be taken to achieve the Goal.   The Action Plan will be detailed enough to provide users an understanding of the agency’s strategy and operational plan.

Data Elements for Incremental Updates
Incrementally Updated Data is data that is expected to be updated on a regular basis - i.e., monthly, quarterly, etc.  It is updated primarily through an automatic data feed.  However manual data entry screens will be provided as well.  At least quarterly, agencies will be asked to provide updated information for the measures and milestones entered into Performance.gov for each Goal.  Agencies will be encouraged to submit this information using an XML feed, but will also have the ability to enter updates manually.  Information on the process for submitting Incremental Updates will be provided separately.
