About APPAMThis language is the result of several years of discussion within the Policy Council about APPAM's mission and is intended to guide the Association's programs in the future. It is meant to be a "living document" that will evolve over time. The Policy Council last amended this statement on April 4, 2003.Association for Public Policy Analysis & ManagementAPPAM_48462db8-3a5e-11e2-ab54-094ccf2fd515In 1978, the Sloan Foundation sponsored a conference on the public policy and management curriculum at Hilton Head, South Carolina. A proposal was made to create a new professional association of graduate schools of public policy and management. APPAM formally was created at a May 1979 conference at Duke University by representatives of 15 policy schools and research institutes. Within a few years, APPAM evolved into a unique association of both individual and institutional members with an elected leadership and Policy Council (the Association's board of directors). The first APPAM Fall Research Conference occurred in 1979 in Chicago. The first issue of the Journal of Policy Analysis and Management appeared in 1981. Starting in 1985, the Fall Research Conference has been held in Washington, DC in all odd years and outside Washington in all even years. The first meeting of APPAM's Committee of Institutional Representatives, in combination with an annual Spring Conference, occurred in 1986. After years of being headquartered at Duke University and supported by part-time staff, the APPAM office moved to Washington, DC in 1993 and acquired a full-time executive director. APPAM has grown to approximately 1,500 individual members, 100 institutional members, four full-time staff, and an annual operating budget of $1,000,000.APPAM OfficersPaul T. It currently consists of four elected cohorts serving staggered, four-year terms of office; the APPAM officers (ex officio voting); the APPAM executive director and the editor of JPAM (ex-officio non-voting). At least two of the persons elected in each cohort must be practitioners. Since 2005, APPAM's individual members elect seven new persons to the Council each year while APPAM's institutional members elect a total of four persons to serve on the Council. The Policy Council is responsible for setting policy and strategy for the association. Between meetings of the Policy Council, the Executive Committee (the officers, the executive director, and the editor of JPAM) is authorized to make tactical and implementation decisions for APPAM.Ingrid Gould EllenPolicy Council Member Serving through 2012 -- New York UniversityBrian JacobPolicy Council Member Serving through 2012 -- University of MichiganDavid JohnsonPolicy Council Member Serving through 2012 -- U.S. Census BureauMelissa KearneyPolicy Council Member Serving through 2012 -- University of Maryland - College ParkSusanna LoebPolicy Council Member Serving through 2012 -- Stanford UniversityDave MarcottePolicy Council Member Serving through 2012 -- University of Maryland - Baltimore CountyJames RiccioPolicy Council Member Serving through 2012 -- MDRCJeffrey StraussmanPolicy Council Member Serving through 2012 -- University at Albany-SUNY (Institutional Representative)Charles BetseyPolicy Council Member Serving through 2013 -- Howard University Christopher "Kitt" CarpenterPolicy Council Member Serving through 2013 -- University of California-IrvineAngela EvansPolicy Council Member Serving through 2013 -- University of Texas-Austin Ron HaskinsPolicy Council Member Serving through 2013 -- The Brookings Institution Rosemary O'LearyPolicy Council Member Serving through 2013 -- Syracuse University Howard RolstonPolicy Council Member Serving through 2013 -- Abt Associates Michael ShiresPolicy Council Member Serving through 2013 -- Pepperdine University (Institutional Representative) Michele ("Shelly") Ver PloegPolicy Council Member Serving through 2013 -- U.S. Department of AgricultureGreg AcsPolicy Council Member Serving through 2014 -- Congressional Budget Office Gail ChristopherPolicy Council Member Serving through 2014 -- Kellogg Foundation Sandra DanzigerPolicy Council Member Serving through 2014 -- University of Michigan Susan GoodenPolicy Council Member Serving through 2014 -- Virginia Commonwealth University Rucker JohnsonPolicy Council Member Serving through 2014 -- University of California - BerkeleyDonald MoynihanPolicy Council Member Serving through 2014 -- University of Wisconsin Juliet MussoPolicy Council Member Serving through 2014 -- University of Southern California Colleen ShoganPolicy Council Member Serving through 2014 -- Congressional Research Service (Institutional Representative)Scott AllardPolicy Council Member Serving through 2015 -- University of Chicago Marcia (Marcy) CarlsonPolicy Council Member Serving through 2015 -- University of Wisconsin-Madison Swati DesaiPolicy Council Member Serving through 2015 -- Rockefeller Institute of Government Barbara DevaneyPolicy Council Member Serving through 2015 -- Mathematica Policy Research (Institutional Representative) Susan DynarskiPolicy Council Member Serving through 2015 -- University of Michigan Joyce ManchesterPolicy Council Member Serving through 2015 -- Congressional Budget OfficeJane WaldfogelPolicy Council Member Serving through 2015 -- Columbia University_48463010-3a5e-11e2-ab54-094ccf2fd515To improve public policy and management by fostering excellence in research, analysis, and education._4846313c-3a5e-11e2-ab54-094ccf2fd515Conference[Conduct] a multidisciplinary annual research conference that attracts the highest quality research on a wide variety of important current and emerging policy and management issues, and is structured to encourage substantive interaction among participants._48463240-3a5e-11e2-ab54-094ccf2fd5151_48463358-3a5e-11e2-ab54-094ccf2fd515Journal[Publish] a peer-reviewed multidisciplinary journal that publishes the highest quality research on public policy and management._48463466-3a5e-11e2-ab54-094ccf2fd5152_48463574-3a5e-11e2-ab54-094ccf2fd515DiversityRespect and enhance racial, ethnic, gender, disciplinary, and other forms of diversity among participants in all of the Association's activities._48463696-3a5e-11e2-ab54-094ccf2fd5153A dedication in all activities to respecting and enhancing racial, ethnic, gender, disciplinary, and other forms of diversity among participants in all of the Association's activities._484637b8-3a5e-11e2-ab54-094ccf2fd515InvolvementInvolve policymakers, practitioners, and scholars in the Association's governance and the Fall Conference._484638da-3a5e-11e2-ab54-094ccf2fd5154PolicymakersPractitionersScholarsThe involvement of policymakers, practitioners, and scholars in the Association's governance and the Fall Conference._48463a38-3a5e-11e2-ab54-094ccf2fd515Initiatives[Pursue] initiatives that include and foster participation in the Association among students interested in public policy and management._48463b6e-3a5e-11e2-ab54-094ccf2fd5155Public Policy StudentsManagement Students_48463ca4-3a5e-11e2-ab54-094ccf2fd5152003-05-042012-11-29OwenAmburOwen.Ambur@verizon.net
