<StrategicPlan><id/><Name>About NTIS</Name><Description>NTIS' basic authority to operate a permanent clearinghouse of scientific and technical information is codified as chapter 23 of Title 15 of the United States Code (15 U.S.C. 1151-1157). This chapter also established NTIS' authority to charge fees for its products and services and to recover all costs through such fees "to the extent feasible."

This authority was restated in the National Technical Information Act of 1988, codified at 15 U.S.C. 3704b. That Act gave NTIS the authority to enter into joint ventures and declared the Clearinghouse to be a permanent Federal function that could not be eliminated or privatized without Congressional approval.

That Act was amended by the American Technology Preeminence Act of 1992 (Public Law 102-245) which:

(1) required all costs associated with bibliographic control to be recovered by fees,

(2) required agencies to make copies of their scientific and technical reports available to NTIS, and

(3) directed NTIS to focus on developing new electronic methods and media for disseminating information.

Another statute having a profound impact on NTIS is the Commerce, Justice, State Appropriations Act for FY 1993 (Public Law 102-395) which established NTIS Revolving Fund and gave it the authority to use that Fund without further approval by Congress.</Description><OtherInformation/><StrategicPlanCore><Organization><Name>National Technical Information Service</Name><Acronym>NTIS</Acronym><Identifier>_8aa34fee-1345-11e4-93af-6e71959a50b0</Identifier><Description>The National Technical Information Service serves as the largest central resource for government-funded scientific, technical, engineering, and business related information available today. NTIS is located in Alexandria, Virginia. </Description><Stakeholder><Name>Bruce Borzino</Name><Description>Director of the National Technical Information Service (NTIS) -- Bruce Borzino was appointed Director, National Technical Information Service (NTIS), on November 9, 2009. Prior to his appointment, Bruce had served as NTIS Deputy Director and Chief Operations Officer. In that capacity, he was responsible for directing NTIS operations and developing new lines of business that were consistent with the NTIS mission and would generate stable revenue streams to ensure that NTIS continues to operate as a cost recovery agency.

Bruce has extensive experience in the federal and private sectors. He came to NTIS from the General Services Administration where, as Director, Electronic Business Systems, he introduced several new Electronic Government public services. Prior to joining the Federal Government, he held a number of management and consulting positions with the Anteon Corporation, now part of General Dynamics. Before that, Bruce held a number of critical acquisition positions for the United States Army as a certified Level III Defense Acquisition Program Manager.

Bruce is committed to promoting American science and technology, innovation and economic growth by broadening and accelerating the collection of scientific, technical, and engineering information products into the NTIS permanent collection and employing technologies that allow the public and industry to access and acquire NTIS information products effortlessly. He is equally committed to developing new technologies and information solutions to assist other Federal agencies in accomplishing the technology and information needs of their own constituencies.

Bruce holds Masters Degrees in Management and Information and Computer Science.</Description></Stakeholder><Stakeholder><Name>NTIS Advisory Board</Name><Description>The National Technical Information Service Advisory Board was established by the Secretary of Commerce pursuant to Section 212(c) of the National Technical Information Act of 1988 (15 U.S.C. 3704b(c)) in accordance with the Federal Advisory Committee Act (5 U.S.C. App. 2).

Objectives:

The NTIS Advisory Board reviews the general policies of NTIS, including those regarding fees and charges for its products and services.  Drawing upon the expertise of its members, the Advisory Board advises the Secretary of Commerce and the Director of NTIS on such policies.  It also provides guidance regarding customer needs, trends in the information industry, and changes in the way NTIS customers acquire and use its products and services.

Members:

The NTIS Advisory Board consists of a Chairperson and four other members appointed by the Secretary of Commerce.  The members are appointed for three-year terms and serve at the discretion of the Secretary, meeting at least once every six months at the call of the Director of NTIS. Regazzi</Name><Description>Dean Emeritus and Professor, College of Information and Computer Science, Long Island University. Dr. Regazzi is former CEO, Elsevier, Inc., leading publisher of science and health information. H$ is also a member of various boards and foundations and holds a Ph.D. from Rutgers University. Dr. Regazzi formerly served as chairman of the NTIS Advisory Board</Description></Stakeholder><Stakeholder><Name>Jose-Marie Griffiths</Name><Description>Vice President for Academic Affairs, Bryant University, and formerly Professor and Dean, School of Information and Library Science, University of North Carolina at Chapel Hill. Dr. Griffiths also served on the National Science Board and the President's Information Technology Advisory Committee (PITAC). She has a Ph.D. in Information Science from University College, London, and previously served on the NTIS Advisory Board.</Description></Stakeholder><Stakeholder><Name>Judith C. Russell</Name><Description>Dean of University Libraries, University of Florida. Ms. Russell formerly served as the Superintendent of Documents in the Government Printing Office and Deputy Director of the National Commission on Libraries and Information Science. She has extensive experience in information policy and the administration of information dissemination programs.</Description></Stakeholder><Stakeholder><Name>MacKenzie Smith</Name><Description>University Librarian, University of California, Davis. Ms. Smith formerly served as the Associate Director for Technology, MIT Libraries, Massachusetts Institute of Technology. Ms. Smith is the author of numerous technical articles and previously served in a number of positions related to digital programs at the Harvard University Library Office for Information Systems.</Description></Stakeholder><Stakeholder><Name>Robert A. Friedenberg</Name><Description>Chief Technology Officer and Senior Vice President, Salient Federal Solutions.
