A cause-and-effect sequence exists in the way these

operating budget.

Long term, the association measures its progress by the
feedback it receives from members in the bi-annual Value Survey. The feedback received via this
survey tells the board what the members most value and how well the association is delivering that
value. The board also receives monthly progress reports and semi-annual report cards on the
association’s progress toward meeting projects' objectives. Management accountability is further
