The PIC is chaired by the Deputy Director for Management at the Office of Management and Budget within the Executive Office of the President and is supported by a number of full-time staff at the General Services Administration. The membership of the PIC includes Performance Improvement Officers (PIOs) and associated staff from federal agencies. The Council meets regularly and convenes a number of government-wide working groups to foster dialogue and best practice sharing among agencies.Deputy Director for ManagementOffice of Management and BudgetLISA DANZIGAssociate Director for Performance & Personnel ManagementDUSTIN BROWNDeputy Associate Director for Performance & Personnel ManagementGeneral Services AdministrationPerformance Improvement Officers (PIOs)Government Performance and Results Modernization Act (GPRMA) established the role of the Performance Improvement Officer (PIO) to formally designate one senior official at each large agency who has broad influence across an organization to improve its performance. Each PIO reports directly to their agency's Chief Operating Officer, who is typically the agency Deputy Secretary. PIOs advise and assist agency leadership to ensure that the mission and goals of the agency are achieved through strategic planning, measurement, analysis, regular assessment of progress, and the use of data to improve results.DENNIS ALVORDSenior Adviser to the Deputy Secretary, DOCGERARD BADORREKChief Financial Officer, GSADON BICEAssociate Director/PIO, Office of Budget and Program Analysis, USDADAVID BLOOMActing Chief Financial Officer, EPARUBY BURRELLDeputy Commissioner, Chief Strategic Officer, SSAANGELIQUE CRUMBLYAssistant Administrator for the Bureau for Management, USAIDJONATHAN FOLEYDirector, Planning and Policy Analysis, OPMCHIP FULGHUMActing Chief Financial Officer, DHSMELANIE GALLOWAYAssistant for Operations, NRCSYLVIA I. The PIC welcomes people to the team for temporary assignments. At any given time, we have between 4 and 10 guest staff on board.
How can I become a guest staff member and who qualifies?
If you are interested in becoming a guest staff member, please reach out to Bethany.Blakey@pic.gov. We welcome new guest team members throughout the year with official onboarding programs in April and October.
Candidates who will have the best experience as PIC Guest Staff are people who are flexible, high-energy, open to learning, and relatively assertive people with ideas and passion for contributing to the greater good of government. They can work independently just as well as they can work with a strong, experienced team. Working with PIC core staff to define a specific project -- with defined deliverables -- early in the process yields the greatest chance for success...
