In consultation with the Office on Violence Against Women (OVW), NIJ is mandated to conduct a National Baseline Study that focuses on domestic violence, dating violence, sexual assault, stalking, and murder. The legislation also authorizes studies evaluating the effectiveness of federal, state, tribal, and local response to violence against Indian women in Indian Country.Due to the broad scope of the legislation and the complexity of the topic, NIJ refers to the National Baseline Study as a “program of research,” because multiple research projects over a period of time be necessary to address the statutory mandate.Task ForceSection 904(a)(3) directed the Attorney General of the United States, acting through the Director of OVW, to establish a Task Force to assist NIJ in the development and implementation of this program of research and to help guide implementation of the recommendations resulting from the research.
