There are two working groups. There are a few members who volunteered to be members of both working groups. The Policy Working Group (PWG), with 17 members in CY-08, considers broad issues of decisionmaking and process with regard to government-to-government and commercial sales of defense articles and technology transfer. The Regulatory/Technical Working Group (R/TWG), with 21 members in CY-08, focuses on regulations and licensing procedures governing exports of U.S. Munitions List items and with technical issues related to the implementation of the International Traffic in Arms Regulations (ITAR). Committee members were chosen based on the following criteria: current place of employment (i.e. industry, academia, consulting company, law firm, think tank, or industry association); size of the organization an individual currently works for; relevant work experience; USML category experience; avoiding any appearance of impropriety; and professional affiliations. The DTAG provides the Department, through studies and in consultations, specific recommendations on issues affecting exports of defense goods and services. DTAG members provided advice on the U.S.-UK Defense Trade Cooperation Treaty, Self-Financing Options for the Directorate of Defense Trade Controls, and on Part 121 ITAR Revisions Related to Implementation of Section 17(c)of the EAA. These recommendations command the attention of key policymakers on defense trade issues, including Political-Military Affairs Bureau principals and the Under Secretary for Arms Control and International Security Affairs. U.S. defense firms are directly affected by the Department's decisions on trade policies and new innovations and revisions to the licensing procedures. Through DTAG, defense trade specialists provide the Department with their views on how to clarify policies and streamline licensing procedures. 78d4c946-cfc5-4b4f-b238-3d1061ea24f8 The Department of State''s mission is to control the export of defense articles and defense services in furtherance of world peace and the security and foreign policy of the United States in accordance with the Arms Export Control Act as amended. The Defense Trade Advisory Group (DTAG) provides a formal channel for regular consultation and coordination with U.S. private sector defense exporters and defense trade specialists on issues involving U.S. laws, policies, and regulations for munitions exports.
