Second, if the solution is not available or scalable, the agency buys it from industry partners. If the solution is not available from DoD or industry partners, the third and least agile method to fulfill the requirement is by creating a custom solution. When this is required, the agency provides short-term solutions to fill the capability gap, while the long-term solution is developed and implemented.
