A Federal Register Notice dated December 6, 2010 solicited member nominations. After nominations were received, a member of the Secretary's staff proposed membership for each Advisory Committee that was representative of the above-named categories. At the first meeting members discussed their charge and agreed upon a data collection strategy. Before the second meeting, committee members contacted various groups of stakeholders to solicit information about technical assistance needs in the region and suggestions for addressing those needs. Members brought this information to the second meeting to discuss and begin to prioritize. Before the third meeting members continued to collect and collate data.
