One purpose of this initiative is to provide tools and services that help organizations not only coordinate more effectively but also continuously evaluate, improve, simplify, replace, or retire coordination practices whose value no longer exceeds their cost.

This strategic plan is intended to serve as the reference implementation for an open ecosystem of interoperable coordination tools and services built upon machine-readable strategic intentions.

The initiative builds upon existing assets, including the ISO 17469 Strategy Markup Language (StratML) standard, AI-assisted authoring forms, semantic search capabilities, performance dashboards, and an expanding corpus of published strategic plans. Rather than beginning from first principles, it seeks to integrate and extend those capabilities into practical tools that reduce the cost of coordination while increasing transparency, accountability, and opportunities for purposeful cooperation.

The plan itself is intended to become the project&apos;s first implementation artifact. Rather than attempting to perfect the design before acting, the initiative will evolve through implementation. Experience gained while building and using the tools described herein will inform subsequent refinements of both this plan and its associated StratML Part 2 performance plan.
