Countries moving towardsdemocracy will need particular attentionand support given their vulnerability tointernal and external shocks.Eliminating world poverty is both a moralobligation and in our interests. We arecommitted to achieving the UN target of0.7% of Gross National Income fordevelopment aid by 2013 and willencourage other richer countries to do thesame. This will generate vital resources forservices, particularly in health andeducation. We will continue to lead globalefforts on debt relief for the poorestcountries.
