The early years of work will be dedicated to development of the rules, regulations, and procedures to comply with the PAEA and to plan and perform appropriate studies for the U.S. Congress. As these regulations and procedures are employed, they will be assessed and refined in partnership with stakeholders, moving toward a more effective mail system coupled with effective oversight.

The Commission will communicate to the U.S. Congress, and other stakeholders, concerning Commission operations through a series of annual and periodic reports, which includes:

Annual Report to the President and the Congress
Annual Compliance Report
Report to President and the Congress on universal postal service and the postal monopoly in the United States
Report on rates (costs) for periodicals; jointly with the Postal Service
Five year review to determine if the institutional cost contribution requirements specified in the rule applicable to competitive products should be retained in its current form, modified, or eliminated (section 3633(a)(3))
Ten year review of the system for regulating rates and classes for market-dominant products to determine whether the system is achieving objectives of the PAEA.

</Description><Identifier>_d77764fa-c314-4a68-ab49-492464644041</Identifier></Vision><Mission><Description>Ensure transparency and accountability in the United States Postal Service and foster a vital and efficient universal mail system.</Description><Identifier>_f3cb38a8-e203-467c-a4c3-0d735adac05f</Identifier></Mission><Value><Name>Openness</Name></Value><Value><Name>Stakeholder (public) participation</Name></Value><Value><Name>Collegiality and multi-disciplinary approaches</Name></Value><Value><Name> Timely and rigorous analysis</Name></Value><Value><Name>Fairness and impartiality</Name></Value><Value><Name>Integrity</Name></Value><Value><Name>Commitment to excellence</Name></Value><Value><Name>Merit </Name></Value><Goal><Name>Modern Rate and Product Regulation</Name><Description>Establish and maintain a predictable, transparent, and effective system of rate and product regulation.</Description><Identifier>_8da9c4d0-1f05-4040-8fb0-b85699746f62</Identifier><SequenceIndicator>1</SequenceIndicator></Goal><Goal><Name>Service Performance Evaluation</Name><Description>Ensure appropriate and transparent United States Postal Service performance standards and measurements to promote an efficient, effective and responsive mail service.</Description><Identifier>_afa73c88-8995-4f02-a025-7bb33354b713</Identifier><SequenceIndicator>2</SequenceIndicator></Goal><Goal><Name>Financial Accountability and Compliance</Name><Description>Ensure transparent, accurate, and informative United States Postal Service data reporting sufficient for evaluation of financial performance.</Description><Identifier>_509e2a23-8ef9-4c37-b50a-42b6ebdaabbd</Identifier><SequenceIndicator>3</SequenceIndicator></Goal><Goal><Name>Complaint Process</Name><Description>Ensure United States Postal Service accountability through a fair and open public complaint process that provides appropriate and timely resolution.</Description><Identifier>_6a1591d4-524c-4e32-b58a-2351962ac6d7</Identifier><SequenceIndicator>4</SequenceIndicator></Goal><Goal><Name>Public Participation and Government Relations</Name><Description>Ensure the Commission is visible and readily accessible to all stakeholders.</Description><Identifier>_2eae8473-13c0-4926-a146-134841c07bce</Identifier><SequenceIndicator>5</SequenceIndicator></Goal><Goal><Name>Human Capital</Name><Description>Enhance a system that fosters recruitment, development, and retention of a talented and skilled workforce.</Description><Identifier>_93260adc-15ae-4b12-874a-67e52ab50ff0</Identifier><SequenceIndicator>6</SequenceIndicator></Goal><Goal><Name>Program Integration and Support</Name><Description>Utilize latest technology, operational systems, and organizational infrastructure in achieving Commission goals.</Description><Identifier>_888f716b-70ba-45e6-aa17-a1fb7815bfd5</Identifier><SequenceIndicator>7</SequenceIndicator></Goal></StrategicPlanCore><AdministrativeInformation><PublicationDate>2010-02-08</PublicationDate><Source>http://www.prc.gov/prc-pages/about/mission/default.aspx?AspxAutoDetectCookieSupport=1</Source><Submitter><FirstName>Arthur</FirstName><LastName>Colman (www.drybridge.com)</LastName><EmailAddress>colman@drybridge.com</EmailAddress></Submitter></AdministrativeInformation></StrategicPlan>
