Unique

Not Public |
<Organization><Identifier> |
|
| B.020:
Goal ID |
Numeric |
Unique identifier for Goal.
Will be auto populated when the Goal is established by Performance.gov. |
Not Public |
<Goal><Identifier> |
|
| B.030: Goal Grouping |
Characters (200) |
Optional field. An
agency-defined grouping of the Goals.
Will be auto populated when the Goal is established by Performance.gov
based on the Groupings included in the 2011 Budget, but agencies should
review for accuracy. |
Public |
|
Categorization of goals is a candidate for consideration in
StratML Part 3 |
| B.040: Goal Heading |
Characters (100) |
This consists of a short
phrase referencing the Goal. This will
be used to display the Goal when space is short, such as in an overall list
of the Goals. Will be auto populated
when the Goal is established by Performance.gov, but agencies should review
for accuracy. |
Public |
<Goal><Name> |
|
| B.050: Goal Statement |
Characters (2000) |
The full Goal Statement, as
included in the 2011 Budget. Will be auto populated when the Goal is
established by Performance.gov, but agencies should review for accuracy. |
Public |
<Goal><Description> |
Should consider whether the "full Goal Statement"
includes multiple types of information that should be captured in separate
elements. |
| B.060:
Goal Snapshot |
Characters (400)* |
Brief description of the
Goal for use on the summary screens. |
Public |
<Goal><Description> |
The assumption in the StratML standard is that all Descriptions
should be relatively brief. Otherwise
the statements are likely to include multiple types of information that would
be better captured in separate elements. |
| B.070:
Goal Overview |
Characters (4000)* |
High level overview
narrative, explaining the Goal and providing context, such as the problem
being addressed and its relationship to broader, long-term agency strategic
objectives. |
Public |
<Goal><OtherInformation> |
The assumption in the StratML standard is that generalized
"narrative" should not be used.
Instead, whatever types of information are needed should be explicitly
captured in elements appropriately named for each type. For example, if a Problem statement is
required, it should be captured in an element named <Problem> rather
than <GoalOverview>. |
| B.080: Goal Overview - Additional Information Link |
URL (255) |
Optional field. Hyperlink
for additional information. |
Public |
<Goal><OtherInformation> |
While URLs for links to additional information can be provided
in the <OtherInformation> elements, it might be appropriate to make the
<WebAddress> element an optional-use child of <OtherInformation>. |
| B.110: Goal Leadership |
Pick List: Single Agency, Clear Lead, Multi-Agency |
Single
Agency: Goal submitted by one agency and resources
for work owned predominantly by same agency. All performance data submitted
by the same agency. Clear Lead: Goal submitted
by one agency, but requires defined resource support from one or more other
agencies. Clear lead agency will be
responsible for assembling cross agencies data. Multi-Agency
Goals: Goals which have been submitted
by more than one agency which require substantial contributions from the
multiple submitting agencies. Each
agency will submit its performance data independently. |
Public |
<Goal><Stakeholder><Role> |
As many stakeholders as appropriate may be designated for each
goal, and their roles can be named and described. If more than one agency is providing
resources or processing, they can document those resources in the
<PerformanceIndicator> elements of their own performance plans, and the
<Relationship> element can be used to explicitly link those resources
to the goal/objective they support. |
| B.120:

Name of the
person leading the specific Goal. Multiple Goal Leaders are supported. |

<Plan> <Description> |
In StratML, a description of each plan/report can be provided
and the <OtherInformation> element can also be used to provide
additional information about each plan/report. However, the "steps to be taken"
to achieve the goal sound like the <Objective>s supporting the goal
and/or the <PerformanceIndicator>s of the input and processing type
required to support each objective.
"Who will do what" is better captured in the
<Stakeholder> and <Role> elements. "When" is better captured in the
<StartDate>s and <EndDate>s associated with
<PerformanceIndicator>s. In
general, the use of narrative should be avoided in favor of more discrete
elements for the kinds of information to be provided. |

The elements of the PerformancePlan are the "implementation
strategy". However, StratML does
not yet include elements addressing the "logic for the strategy
chosen." Such elements are

| Data Elements for Incremental Updates |
|
|
|
| Incrementally Updated Data is data that is expected to be
updated on a regular basis - i.e., monthly, quarterly, etc. It is updated primarily through an
automatic data feed. However manual
data entry screens will be provided as well.
At least quarterly, agencies will be asked to provide updated
information for the measures and milestones entered into Performance.gov for
each Goal. Agencies will be encouraged
to submit this information using an XML feed, but will also have the ability
to enter updates manually. Information
on the process for submitting Incremental Updates will be provided
separately. |
