Digital Agenda for Europe The Digital Agenda is Europe's strategy for a flourishing digital economy by 2020. It outlines policies and actions to maximise the benefit of the Digital Revolution for all. To achieve these goals, the Commission will work closely with national governments, concerned organisations and companies. An annual Digital Assembly will bring stakeholders together to assess progress and emerging challenges. European Commission EC The overall aim of the Digital Agenda is to deliver sustainable economic and social benefits from a digital single market based on fast and ultra fast internet and interoperable applications. Digital Single Market Too many barriers still block the free flow of online services and entertainment across national borders. The Digital Agenda will update EU Single Market rules for the digital era. The aims are to boost the music download business, establish a single area for online payments, and further protect EU consumers in cyberspace. 1 Simplifying pan-European licensing for online works Simplify copyright clearance, management and cross-border licensing by enhancing the governance, transparency and pan European licensing for (online) rights management by proposing a framework Directive on collective rights management by 2010. DAE-1.1 1 Preserving orphan works and out of print works Create a legal framework to facilitate the digitisation and dissemination of cultural works in Europe by proposing a Directive on orphan works by 2010, to conduct a dialogue with stakeholders with a view to further measures on out-of-print works, complemented by rights information databases. DAE-1.2 2 Oblige public bodies to give access to public sector information By 2012, review the Directive on Re-Use of Public Sector Information, notably its scope and principles on charging for access and use. DAE-1.3 3 Wide stakeholder debate on further measures to stimulate a European online content market After an extensive stakeholder dialogue, report by 2012 on the need for additional measures beyond collective rights management allowing EU citizens, online content services providers and right-holders to benefit from the full potential of the digital internal market, including measures to promote cross-border and pan-European licenses, without excluding or favouring at this stage any possible legal option. DAE-1.4 4 Simplifying the distribution of creative content Issue a Green Paper addressing the opportunities and challenges of online distribution of audiovisual works and other creative content by 2010. DAE-1.5 5 Protecting intellectual property rights online On the basis of the review of the Directive on the enforcement of intellectual property rights, and following extensive stakeholder dialogue, report by 2012 on the need for additional measures to reinforce the protection against persistent violations of intellectual property rights in the online environment, consistent with the guarantees provided in the Telecoms Framework and fundamental rights on data protection and privacy. DAE-1.6 6 Fix a date for migration to Single European Payment & eInvoicing Ensure the completion of the Single Euro Payment Area (SEPA), if necessary, by binding legal measures fixing an end date for migration before 2010 and facilitate the emergence of an interoperable European eInvoicing framework through a Communication on eInvoicing and by establishing a multi-stakeholder forum. DAE-1.7 7 Revision of the eSignature directive In 2011 propose a revision of the eSignature Directive with a view to provide a legal framework for cross-border recognition and interoperability of secure eAuthentication systems. DAE-1.8 8 Updating the eCommerce Directive Evaluate the impact of the eCommerce Directive on online markets and make concrete proposals. DAE-1.9 9 Member States to implement laws to support the digital single market Member States to implement swiftly and coherently the key Directives supporting the digital single market, including the Services Directive, Unfair Commercial Practices Directive and the Telecoms Framework and to ensure the implementation of the provisions of the Audiovisual Media Services Directive. DAE-1.10 10 Member States to transpose the VAT Directive Member States should transpose by 2013 the VAT Directive ensuring equal treatment for eInvoicing with paper invoices. DAE-1.11 11 Review the EU data protection rules Review the EU data protection regulatory framework with a view to enhancing individuals' confidence and strengthening their rights, by the end of 2010. DAE-1.12 12 Complementing the Consumer Rights Directive Propose by 2012 an optional contract law instrument complementing the Consumer Rights Directive to overcome the fragmentation of contract law, in particular as regards the online environment. DAE-1.13 13 Explore the possibilities for Alternative Dispute Resolution Explore initiatives on consumer Alternative Dispute Resolution in the EU with a view to adopting a legislative proposal by the end of 2011 and proposing an EU-wide Online Dispute Resolution system for cross-border eCommerce transactions by 2012. DAE-1.14 14 Consult the stakeholders on collective redress Identify a coherent European approach to collective redress, based on stakeholder consultation. DAE-1.15 15 Code of EU online rights Issue a Code of EU Online Rights by 2012 that summarises existing digital user rights in the EU in a clear and accessible way, complemented by an annual sweep of breaches of online consumer protection law and appropriate enforcement measures, in coordination with the European Network of Consumer Protection Agencies. DAE-1.16 16 Stakeholder platform for EU online trustmarks Create a stakeholder platform by 2012 for EU online trustmarks, notably for retail websites. DAE-1.17 17 Harmonisation of numbering regimes New rules for harmonising EU-wide telephone numbers by 2011. DAE-1.18 18 Spectrum Policy plan Coordinate the technical and regulatory conditions applying to spectrum use and, where necessary, harmonise spectrum bands so that consumers would be able to use the same electronic devises across the EU. DAE-1.19 19 Investigate the cost of non-Europe in the telecoms market Conduct an investigation into the cost of non-Europe in telecommunication markets to take further measures to reinforce the benefits of the Single Market by 2011. DAE-1.20 20 Roaming Single market for telecoms services – the difference between roaming and national tariffs should approach zero by 2015. DAE-1.101 101 Interoperability and Standards The internet is a great example of interoperability – numerous devices and applications working together anywhere in the world. Europe must ensure that new IT devices, applications, data repositories and services interact seamlessly anywhere – just like the internet. The Digital Agenda identifies improved standard-setting procedures and increased interoperability as the keys to success. 2 Propose legislation on ICT interoperability As part of the review of EU standardisation policy, propose legal measures on ICT interoperability to reform the rules on implementation of ICT standards in Europe. DAE-2.21 21 Promote standard-setting rules Promote appropriate rules for essential intellectual property rights and licensing conditions in standard-setting, in particular through guidelines by 2011. DAE-2.22 22 Provide guidance on ICT standardisation and public procurement Issue a Communication in 2011 to provide guidance on the link between ICT standardisation and public procurement to help public authorities use standards. DAE-2.23 23 Adopt a European Interoperability Strategy and Framework Promote interoperability by adopting in 2010 a European Interoperability Strategy and European Interoperability Framework DAE-2.24 24 Analyse the consequences of requesting significant market players to licence information Examine the feasibility of measures that could lead significant market players to license interoperability information. DAE-2.25 25 Member States to implement European Interoperability Framework Member States should apply the European Interoperability Framework at national level by 2013. DAE-2.26 26 Member States to implement Malmö and Granada declarations Member States should implement commitments on interoperability and standards in the Malmö and Granada Declarations by 2013. DAE-2.27 27 Trust and Security Only 12% of European web users feel completely safe making online transactions. Threats such as malicious software and online fraud unsettle consumers and dog efforts to promote the online economy. The Digital Agenda proposes a number of practical solutions, including a coordinated European response to cyber-attacks and reinforced rules on personal data protection. 3 Reinforced Network and Information Security Policy The Commission will reinforce the Network and Information Security Policy and will modernise European Network and Information Security Agency (ENISA), and measures allowing faster reactions in the event of cyber attacks, including a CERT for the EU institutions DAE-3.28 28 Combat cyber attacks against information systems Present measures, including legislative initiatives, to combat cyber attacks against information systems by 2010, and related rules on jurisdiction in cyberspace at European and international levels by 2013. DAE-3.29 29 Establish a European cybercrime platform Establish a European cybercrime platform by 2012. DAE-3.30 30 Analyse the usefulness of creating a European cybercrime centre Examine the feasibility by 2011 to create a European cybercrime centre. DAE-3.31 31 Strengthen the fight against cybercrime at international level Work with global stakeholders notably to strengthen global risk management in the digital and in the physical sphere and conduct internationally coordinated targeted actions against computer-based crime and security attack. DAE-3.32 32 Support EU-wide cyber-security preparedness Support EU-wide cyber-security preparedness exercises. DAE-3.33 33 Explore the extension of security breach notification provisions Explore the extension of security breach notification provisions, as part of the modernisation of the EU personal data protection regulatory framework. DAE-3.34 34 Guidance on implementation of Telecoms rules on privacy Give guidance by 2011 for the implementation of new Telecoms Framework with regard to the protection of individuals' privacy and personal data. DAE-3.35 35 Support reporting of illegal content online and awareness campaigns on online safety for children Support reporting points for illegal content online (hotlines) and awareness campaigns on online safety for children run at national level and enhance pan- European cooperation and sharing of best practice in this field. DAE-3.36 36 Foster self-regulation in the use online services Foster multi-stakeholder dialogue and self-regulation of European and global service providers (e.g. social networking platforms, mobile communications providers), especially as regards use of their services by minors. DAE-3.37 37 Member States to establish pan-European Computer Emergency Response Teams Member States should establish by 2012 a well-functioning network of CERTs at national level covering all of Europe. DAE-3.38 38 Member States to carry out cyber attack simulations Member States, in cooperation with the Commission should carry out large scale attack simulation and test mitigation strategies as of 2010. DAE-3.39 39 Member States to implement harmful content alert hotlines Member States should fully implement hotlines for reporting offensive or harmful online content, organise awareness raising campaigns on online safety for children, offer teaching online safety in schools, and encourage providers of online services to implement self-regulatory measures regarding online safety for children by 2013. DAE-3.40 40 Member States to set up national alert platforms Member States should set up or adapt national alert platforms to the Europol cybercrime platform, by 2012, starting in 2010. DAE-3.41 41 Very Fast Internet New services such as high definition television or videoconferencing need much faster internet access than generally available in Europe. To match world leaders like South Korea and Japan, Europe needs download rates of 30 Mbps for all of its citizens and at least 50% of European households subscribing to internet connections above 100 Mbps by 2020. The Digital Agenda aims to turn this ambition into reality by stimulating investments and proposing a comprehensive radio spectrum plan. 4 Adopt an EU broadband communication Adopt a Broadband Communication that lays out a common framework for actions at EU and Member State level to meet the Europe 2020 broadband targets. DAE-4.42 42 Funding for high-speed broadband Reinforce and rationalise, in this framework, the funding of high-speed broadband through EU instruments (e.g. ERDF, ERDP, EAFRD, TEN, CIP) by 2014 and explore how to attract capital for broadband investments through credit enhancement (backed by the EIB and EU funds). DAE-4.43 43 European Spectrum Policy Programme The Commission has proposed an ambitious European Spectrum Policy Programme in 2010, for decision by the European Parliament and the Council with which the EU will create a co-ordinated and strategic spectrum policy in order increase the efficiency of radio spectrum management and maximise the benefits for consumers and industry. DAE-4.44 44 Foster the deployment of NGA networks Issue a Recommendation in 2010 to encourage investment in competitive Next Generation Access networks through clear and effective regulatory measures. DAE-4.45 45 Member States to develop national broadband plans The Member States should develop national broadband plans operational by 2012. These plans should meet the coverage, speed and take-up targets defined in the Digital Agenda for Europe. Public funds in line with EU competition and state aid rules should be used. The Commission will report annually on progress as part of the Digital Agenda governance. DAE-4.46 46 Member States to facilitate broadband investment Member States should take measures, including legal provisions, to facilitate broadband investment. The measures should ensure the availability of spectrum resources. They should also make sure that civil engineering works systematically involve potential investors, clear rights of way, map available passive infrastructure suitable for cabling and upgrade in-building wiring. DAE-4.47 47 Use structural funds to finance the roll-out of high-speed networks Member States should use fully the Structural and Rural Development Funds that are already earmarked for investment in ICT infrastructures and services. DAE-4.48 48 Member States to implement European Spectrum Policy Programme Member States, through implementing the European Spectrum Policy Programme, can ensure the co-ordinated allocation of the spectrum needed to meet the target of 100% coverage of 30 Mbps broadband by 2020 and for Next Generation Access Networks (NGA). DAE-4.49 49 Research and Innovation To attract Europe's best minds to research, world class infrastructure and adequate funding are crucial. The best research ideas must be turned into marketable products and services. Currently, EU investment in ICT research is still less than half US levels. The Digital Agenda seeks to maintain Europe's competitive edge through increased coordination and elimination of Europe's fragmented efforts. 5 Generate more private investment for ICT research Leverage more private investment through the strategic use of pre-commercial procurement and public-private partnerships, by using structural funds for research and innovation and by maintaining a pace of 20% yearly increase of the ICT (Information and Communication Technologies) R&D (Research & Development) budget at least for the duration of FP7. DAE-5.50 50 Reinforce the coordination and pooling of resources Reinforce the coordination and pooling of resources with Member States and industry, and put greater focus on demand- and user-driven partnerships in EU support to ICT (Information and Communication Technologies) research and innovation. DAE-5.51 51 Propose measures for ‘light and fast’ access to EU research funds in ICT Starting in 2011 propose measures for ‘open, light and fast’ access to EU research funds in ICT (Information and Communication Technologies). These measures will make the EU funds more attractive notably to SMEs and young researchers. DAE-5.52 52 Financially support joint ICT research infrastructures and innovation clusters Ensure sufficient financial support to joint ICT (Information and Communication technology) research infrastructures and innovation clusters, develop further e-Infrastructures and establish an EU strategy for cloud computing notably for government and science. DAE-5.53 53 Develop a new generation of web-based applications and services Work with stakeholders to develop a new generation of web-based applications and services, including for multilingual content and services, by supporting standards and open platforms through EU-funded programmes. DAE-5.54 54 Member States to double annual public spending on ICT research and development Member States should, by 2020, double annual total public spending on ICT (Information and Communication Technology) research and development spending from €5.5bn to €11bn (which includes EU programmes), in ways that leverage an equivalent increase in private spending from € 35 billion to € 70 billion. DAE-5.55 55 Member States to Engage in large-scale pilots financed by the Competitiveness and Innovation Programme Member States should engage in large scale pilots to test and develop innovative and interoperable solutions in areas of public interest (that are financed by the CIP or other initiatives). DAE-5.56 56 Enhancing e-skills TOver 50% of Europeans use the internet daily – but 30% have never used it at all! Moreover, disabled persons face particular difficulties in benefiting fully from new electronic content and services. As ever more daily tasks are carried out online, all our people need enhanced digital skills to participate fully in society. The Digital Agenda tackles this unacceptable digital divide. 6 Make digital literacy and competences a priority for the ESF Propose digital literacy and competences as a priority for the European Social Fund regulation (2014-2020). DAE-6.57 57 Develop tools to recognise and identify competences of ICT practitioners and users By 2012, develop tools to identify and recognise the competences of ICT practitioners and users, linked to the European Qualifications Framework and to EUROPASS and develop a European Framework for ICT Professionalism to increase the competences and the mobility of ICT practitioners across Europe. DAE-6.58 58 Make digital literacy and skills a priority of the "New skills for new jobs" Flagship Make digital literacy and skills a priority of the "New skills for new jobs" Flagship to be launched in 2010, including the launch of a multi-stakeholder sectoral council for ICT skills and employment to address demand and supply aspects. DAE-6.59 59 Promote higher participation of young women and women returners in ICT Promote a higher participation of young women and women returners in the ICT workforce through support for web-based training resources, game based eLearning and social networking. DAE-6.60 60 Develop an online consumer education tool on new media technologies Develop in 2011 an online consumer education tool on new media technologies (e.g. consumer rights on the internet, eCommerce, data protection, media literacy, social networks, etc). This tool will provide customised information and education materials for consumers, teachers and other multipliers in the 27 Member States. DAE-6.61 61 Propose EU-wide indicators of digital competences and media literacy Propose by 2013 EU-wide indicators of digital competences and media literacy. DAE-6.62 62 Systematically evaluate accessibility in all revisions of legislation Systematically evaluate accessibility in revisions of legislation undertaken under the Digital Agenda, e.g. eCommerce, eIdentity & eSignature, following the UN Convention on the Rights of Persons with Disabilities. DAE-6.63 63 Make sure that public sector websites are fully accessible by 2015 Aim to make sure that public sector websites (and websites providing basic services to citizens) are fully accessible by 2015. DAE-6.64 64 Memorandum of Understanding on Digital Access for persons with disabilities Facilitate by 2012, in cooperation with Member States and relevant stakeholders, a Memorandum of Understanding on Digital Access for persons with disabilities in compliance with the UN Convention. DAE-6.65 65 Member States to promote long-term e-skills and digital literacy policies Member States should implement by 2011 long-term e-skills and digital literacy policies and promote relevant incentives for SMEs and disadvantaged groups. DAE-6.66 66 Member states to implement provisions on disability in Telecoms Framework and AVMS Implement by 2011 the provisions on disability in the Telecoms Framework and the Audiovisual Media Services Directive DAE-6.67 67 Member States to mainstream eLearning in national policies Member States should mainstream eLearning in national policies for the modernisation of education and training, including curricula, assessment of learning outcomes and the professional development of teachers and trainers. DAE-6.68 68 ICT for Social Challenges Digital technologies have enormous potential to benefit our everyday lives and tackle social challenges. The Digital Agenda focuses on ICTs capability to reduce energy consumption, support ageing citizens' lives, revolutionises health services and deliver better public services. ICTs can also drive forward the digitisation of Europe's cultural heritage providing online access for all. 7 Assess whether the ICT sector has complied with common energy and emmission measures Assess by 2011 whether the ICT (Information and Communication Technology) sector has complied with the timeline to adopt common measurement methodologies for the sector's own energy performance and greenhouse gas (GHG) emissions and propose legal measures if appropriate. DAE-7.69 69 Support partnerships between the ICT sector and major emitting sectors Support partnerships between the ICT (Information and Communication Technology) sector and major emitting sectors (e.g. buildings and construction, transport and logistics, energy distribution) to improve the energy efficiency and reduce the greenhouse gas emissions of these sectors by 2013. DAE-7.70 70 Assess contribution of smart grids and define minimum functionalities to promote interoperability Assess by 2011 the potential contribution of Smart Grids to the decarbonisation of energy supply in Europe and define a set of minimum functionalities to promote the interoperability of Smart Grids at European level by the end of 2010 DAE-7.71 71 Launch Green Paper on Solid State Lighting (SSL) In 2011, the European Commission publish a Green Paper on Solid State Lighting (SSL) to explore the barriers (for the wide deployment of SSL technology) and to put forward policy suggestions; in parallel, it will support demonstration projects using the CIP (Competitiveness and Innovation Framework programme). DAE-7.72 72 Member States to agree common additional functionalities for smart meters Member States to agree by the end of 2011 on common additional functionalities for smart meters (advanced measuring devices, usually for electricity). DAE-7.73 73 Member States to include specifications for total lifetime costs for public lighting in public procurement By 2012, Member States should include specifications for total lifetime costs (rather than initial purchase costs) for all public procurement of lighting installations. DAE-7.74 74 Give Europeans secure online access to their medical health data Undertake pilot actions to equip Europeans with secure online access to their medical health data by 2015 and to achieve by 2020 widespread deployment of telemedicine services DAE-7.75 75 Propose a recommendation to define a minimum common set of patient data The Commission will work with Member States competent authorities and all interested stakeholders to: Propose a recommendation defining a minimum common set of patient data for interoperability of patient records to be accessed or exchanged electronically across Member States by 2012; Implementation of this action is also expected to contribute to Action 77. DAE-7.76 76 Foster EU-wide standards, interoperability testing and certification of eHealth Foster EU-wide standards, interoperability testing and certification of eHealth systems by 2015 through stakeholder dialogue. DAE-7.77 77 Reinforce the Ambient Assisted Living (AAL) Joint Programme Reinforce the Ambient Assisted Living (AAL) Joint Programme to allow older people and persons with disabilities to live independently and be active in society. The reinforcement of the Ambient Assisted Living (AAL) Joint Programme is a major element of the wider policy action on ICT for Ageing Well. Its overall aim is to enable a triple win through ICT based innovation: 1) continued independent living and active ageing of older people 2) increased efficiency of the care systems 3) promote a flourishing industry in Europe for independent and active ageing. DAE-7.78 78 Propose a sustainable model for financing the Europeana digital library By 2012 propose a sustainable model for financing the EU public digital library Europeana and digitisation of content. DAE-7.79 79 Propose measures to support cultural and creative industries By 2012 propose measures following the results of the consultation on the Green Paper on "Unlocking the potential of cultural and creative industries". DAE-7.80 80 Issue recommendation on promoting digitisation of European cinema The Commission will Issue by 2011 a Recommendation on promoting digitisation of European cinema. DAE-7.81 81 Implement the Audiovisual Media Services Directive on cultural diversity The Commission will ensure the implementation of the provisions of the Audiovisual Media Services Directive concerning cultural diversity, where appropriate through co- and self-regulation and request information from Member States on their application by the end of 2011. DAE-7.82 82 Propose a Council and Parliament Decision on mutual recognition of e-ID Propose by 2012 a Council and Parliament Decision to ensure mutual recognition of e-identification and e-authentication across the EU based on online 'authentication services' to be offered in all Member States (which may use the most appropriate official citizen documents – issued by the public or the private sector). DAE-7.83 83 Support seamless cross-border eGovernment services in the single market The European Commission will support seamless cross-border eGovernment services in the single market through the Competitiveness and Innovation Programme (CIP) and Interoperability Solutions for European Public Administrations (ISA) Programme. DAE-7.84 84 Review the Public access to Environmental Information Directive To review by 2011 the Public access to Environmental Information Directive (Directive 2003/4/EC on public access to environmental information). DAE-7.85 85 Implement cross-border eEnvironment services Implement eEnvironment information services, including monitoring, notably through advanced sensor networks. DAE-7.86 86 Issue White Paper on inter-connecting e-procurement capacity in EU Define by 2011 concrete steps in a White Paper on how to inter-connect e-procurement capacity across the single market. DAE-7.87 87 Create and implement an ambitious eCommission 2011-2015 action plan Lead by example on open and transparent eGovernment by creating in 2010 and implementing an ambitious eCommission 2011-2015 action plan, including full electronic procurement. DAE-7.88 88 Member States to make eGovernment services fully interoperable Member States should make eGovernment services fully interoperable overcoming organisational, technical or semantic barriers and supporting IPv6. DAE-7.89 89 Member States to ensure that Points of Single Contact function as fully fledged eGovernment centres Member States should ensure that the Points of Single Contact function as fully fledged eGovernment centres beyond requirements and areas covered by the Services Directive. DAE-7.90 90 Member States to agree a common list of key cross-border public services Agree by 2011 on a common list of key cross-border public services that correspond to well defined needs – enabling entrepreneurs to set up and run a business anywhere in Europe independently of their original location, and allowing citizens to study, work, reside and retire anywhere in the European Union. These key services should be available online by 2015. DAE-7.91 91 Apply the Intelligent Transport System Directive in support of interoperability and rapid standardisation Increase the speed of Intelligent Transport System (ITS) take-up, in particular for road and urban transport by applying the proposed ITS Directive in support of interoperability and rapid standardisation. DAE-7.92 92 Adopt the Air Traffic Management Solutions for (SESAR) The Commission will adopt the Air Traffic Management Solutions for the Single European Sky (SESAR) deployment strategy DAE-7.93 93 Propose a directive for the deployment of e-Maritime services The Commission will propose in 2011 a Directive for the deployment of e-Maritime services. DAE-7.94 94 Propose a directive setting out technical specifications for telematic applications for rail passenger services The Commission will propose in 2011 a Directive setting out technical specifications for telematics applications for rail passenger services. DAE-7.95 95 Member States to fulfil obligations under European Rail Traffic Management System (ERTMS) Member States should fulfil their obligations under the European Rail Traffic Management System (ERTMS) deployment plan, in particular as regards the lines due to be equipped by 2015. DAE-7.96 96 International The European Digital Agenda aims to make Europe a powerhouse of smart, sustainable and inclusive growth on the global stage. The seven pillars in the Digital Agenda all have international dimensions. 8 Promote the internationalisation of internet governance Promote the internationalisation of internet governance and global cooperation to maintain the stability of the internet, on the basis of the multi-stakeholder model. DAE-8.97 97 Support the Internet Governance Forum Support the continuation of the Internet Governance Forum beyond 2010. DAE-8.98 98 Improve international trade conditions including IPR Work with third countries to improve international trade conditions for digital goods and services, including with regard to intellectual property rights. DAE-8.99 99 Seek mandate to update ITA Digital Agenda goal: Seek a mandate to update international agreements in line with technological progress or, where appropriate, propose new instruments.
